Biggins: Governor Lacks Specifics of How to Pay for Projects

"He only gives new ideas and never addresses where we are supposed to get the money to pay for these ideas," Biggins said. "I like many of his proposals. I just don't know how we can afford them."

The governor, along with other Democrat leaders, pushed full-steam ahead to increase support for a $3.2 billion public works initiative that includes introducing the game Keno in restaurants and bars to generate revenues for school projects. Keno is a Vegas-style numbers game.

"I want to trust the governor and what he says but he has issues of credibility," Biggins said. "How can I say 'Yes' to this capital plan after he tells me that he's not expanding gambling? He's increasing gambling astronomically when he is creating 5,000 to 10,000 gambling positions by adding these new machines."

Since taking office, Democrats have increased the state's general obligation bond debt by 167 percent, an increase from $7.6 billion to $20.3 billion. The Governor also has increased the state's unpaid Medicaid liability from $6.4 billion to $8.25 billion with his recent All-Kids bill that allows all children to receive insurance regardless of financial status.

"I like his eternal optimism but the problem is how we are going to pay for it?" Biggins said. "This is the question that isn't being answered responsibly."
