Stagger the Income Tax

We should ALLOW the legislature not the Governor to raise the income tax to 4% for two years to help pay for our deficits, but NO NEW PROGRAMS. Then the income tax the third year should go back to 3%, and the fourth year should be 2%, It could go back to 3% the fifth year. Stealing from every Tom, Dick, and Harry fund has to stop. The legislature must stop this useless Governor we have from doing this. I am a retired state employee and you should also consider having us pay 1% of our pension in income tax. However, you can not increase the budget by more than the rate of inflation, starting with last year's budget. If you can not bring this under control with this increase, then----------------we have a big problem that the voters can change. Lastly you can not borrow any more money unless it is in included in the budget to pay it back.
