Reduce the Workmen's Comp and Unemployment insurance premiums

Drastically reduce the Workmen's Comp and Unemployment insurance premiums on small businesses that have not laid off an employee for a certain length of time, or that have never had an awarded work injury claim filed against them. Small businesses are being taxed out of existence.
