Drug Tests for People on Public Assistance

Employers require random drug screens for employment purposes. Even athletes are required to take drug screens. Wouldn't it be a good idea for people receiving public assistance to be required to take drug screens? If found positive, counseling could be offered and if children are involved (parent or guardian tested positive) Family Services could be called in. I don't mind helping people who are trying, but I do have a problem with people not trying, and doing drugs on our tax dollars. Just a thought.
